/proc/<PID>/limits

Hi All,

just want to under stand the below
for Redhat 7 i can see the limits permisison is 444 in proc FS

[cloud_user@santa31123c 2240]$ pwd
/proc/2240
[cloud_user@santa31123c 2240]$ ls -ld limits
-r--r--r--. 1 cloud_user cloud_user 0 Jun 24 12:18 limits
[cloud_user@santa31123c 2240]$

and for the RH6 the permisison of the limits file is 600

-rw-----. 1 cloud_user cloud_user 0 Jun 24 12:18 limits

so why its difference in RH6 and RH7. how i can ensure when new process starts the default limits file perm should be readbale to all ?

       /proc/[pid]/limits (since Linux 2.6.24)
This file displays the soft limit, hard limit, and units of
measurement for each of the process's resource limits (see
getrlimit(2)). Up to and including Linux 2.6.35, this file is
protected to allow reading only by the real UID of the
process. Since Linux 2.6.36, this file is readable by all
              users on the system.
