I would make it a top level forum - not a subforum.
Seems to be a bit premature to create a top-level forum with zero posts so far, isn't it? Normally, it should be a sub-forum until it "grows up", since it is not "a sure thing" that the "Infrastructure Monitoring" forum will ever get very busy.
I think it is worth a try starting it as a top level forum. There are currently 8 forums in the "Special Forums" area, so a 9th would not harm the clarity I think. Also people have a better chance to see/find it when browsing.
Even Windows & DOS has an own top level forum so...
How about a general "OS independent" forum, which could include, as subforums, "Infrastructure Monitoring", "IP Networking", "Web Programming", and "Hardware"?
Actually, most of the topics you mention are not completely "OS Independent", so I am not inclined to do a major forum reorg for that. Thanks for the idea, however!
