I suppose that the guy is charged with creating some bookkeeping script where data center costs are spread over customers (internal customers?) by some key based on used diskspace, processor cycles, etc..

There are proper tools for resource accounting/management for this but perhaps the requestor is not aware (or their management)?
Good point. I think the poster may have not known how to communicate their question. Perhaps English was not their native language?
