URGENT!!!move character x of input string to some position

i have this prob

I have some records in a file1 like this

1001 sajal singh tampa
1002 .... so on

i have a pattern file which is like this

1,4 4,13 14,15

i have to read the first pair 1,4 [ 1=start 4=end ] and extract that from the first record [that part is done]
so the pattern is 1001
now i have to scramble 1001 based on this logic..

move 1st character of 1001 to 4thth position of a temp variable
move 2nd character of 1001 to 3rd position of temp variable..
move 3rd character of 1001 to 1st position of temp variable..
move 4th character of 1001 to 2nd position of temp variable..
and then i have to display the scrambled data

how do i achieve the scrambling part????? in shel script. URGENT please help.
