Turning on write-permission in Debian?

How can i do that? Is it safe? Why is it disabled by default?

What do you mean by "write"? Send message to another user's terminal with the "write" command, or modify the files of another owner?

The destination user must have used the command

mesg y

to enable others to write to his/her terminal. There is no way to override this, as this is a privacy feature.
