Top cmd showing NICE value 97% -what to tune?

Running 2 VM Guests on an HPUX Integrity Server. One Guest runs great, the other is always at a high NICE value and 0% idle as shown in TOP:
What do you think should be tuned to bring down the NICE and increase IDLE %? Thanks in advance

The first server appears to only have one CPU and the O/S is battling with Oracle.

Add to methyl's remark:
server 1, 1 CPU:

234 processes: 177 sleeping, 57 running

server 2, 2 CPUs:

199 processes: 166 sleeping, 32 running

In other words 15 more running processes to deal with having half the cpu power of the second...

That said, you did not say if the LVM configurations are identical, or the swap or the memory nor did you mention the SGA size of the oracle DB...

Thanks for your quick reply. The Oracle instances are running with the smallest sga memory size, do you have any idea what HPUX processes or OS tuning could help the situtation?

Sorry, but no quick fix for this. The requirements for Oracle are clearly stated in their many detailed installation guides. Only a casual home user would ever run an Oracle database engine with one CPU.
