Telnet permission for other then root users in HP-UNIX

Hi please tell me any one how to give telnet permission for other then root users in HP-UNIX

Can you be more explicit?

Do you mean that currently no one else than root can connect via telnet, or do you mean you dont want root to connect via telnet?

What is the output of uname -a ?

Thanks for you quick response, I am working as NMS support engineer, we can add different type of users with different profiles like Administrator, constrictor, viewer so on By NMS application, while adding it automatically creates UNIX level users as well as NMS user, if user we added as an administrator he can able to telnet to server, but other that it just rejects and automatically closes the GGTN (Go Global TN) window

krishna:/users/alcatel $ uname -a
HP-UX krishna B.11.11 U 9000/800 128444676 unlimited-user license

when you create a new account, whar does the new line look like in /etc/passwd?
Does your application create also a (correct...) home directory?
When you say telnet the server, you mean from elsewhere to this HP server right?

yes it will correctes /home/directory regarding /etc/passwd i have not checked
it will creats /hame/(user name) directory
