On one of my sandbox machine, I want to replace RHEL 6.2 to RHEL 7.3.
I am using both developer editions.
rhel-server-7.3-x86_64-dvd.iso
... This is what I have downloaded from

My understanding is this file would work as a boot disk, if copied to CD.
My existing Linux has running 6.2. Now, I have altered the boot sequence also. Having booting to happen from the USB port connected CD drive. Having this above iso file in the CD, still it is not getting recognized for the booting purpose.
Is there anything I am missing here ?

One question: you say you copied the file to a CD. Now, is it the case that's what you've literally done - i.e. the CD had a filesystem on it already, and you copied the .iso file on to that filesystem such that it shows up in a file manager in the root of the CD - or did you burn that .iso directly on to the CD using an appropriate tool ?
To create a bootable CD, you have to actually use something like dd or some other utility that can write out the .iso file straight on to the physical device, so that the blank CD/DVD/USB/whatever actually gets entirely overwritten block-for-block with the contents of the .iso file, thus becoming bootable media.
If you could just clear that up, then we can take things from there.
