How cud i stop downloading files from FTP and allow uploading files in FTP.

Quality-of-service settings might allow you to make FTP downloading painfully slow while allowing nearly full speed for uploading. See htbinit.
persoanly i prefer to install an ftp server like glftpd this gives full control of directories, user groups, upload ratio's. max upload and download speeds, its pretty simple to setup.
