We have a Redhat Enterprise Linux server which is not in production environment. Unfortunately it is not logging. How to trouble shoot it ?? How to know the exact problem ?

You really have not told us enough to even start helping you. What version of RHEL? Where exactly is the boot sequence failing?
To start debugging the issue, assuming you are getting past the bootloader, remove the "quiet" kernel command option. You can do that by editing the relevant stanza in GRUB.
we are using RHEL 6.2
I know this might sound obvious -and no desire to offend- but why not just call Red Hat support? They should be able to tell you exactly (and faster) what to do to get your machine up and running in no time.
