Mp3 duration rounded up to nearest seconds

Hi, can anyone provide more details to why an audio file's duration is seen as 10 seconds on unix and 9 seconds on windows
Read about windows MFT rounding down to nearest seconds, is there any article on unix rounding up?

What application did you use on Windows to display your audio file's duration? I'm not familiar with the MFT application (or is MFT a Windows version)?

What utility did you use on your UNIX system to display your audio file's duration?

Is the audio file on your Windows system an exact copy of the audio file on your UNIX system?

Which UNIX system are you using?

Where did you read about Windows MFT rounding down to nearest seconds? Note that "Read about windows MFT rounding down to nearest seconds, ..." is a contradiction in terms. Is Windows MFT rounding to the nearest second? Or is it truncating to the nearest second less than or equal to the duration? Without rounding, what is the actual length of your audio file?
