Installing nfs-utils

Hello..

I don't seem to be able to find any detailed instructions on how to install nfs-utils on a Red Hat machine that does not have internet. Could anyone please provide that? I found that you could create a "DVD repository" but again I haven't found how. Its RHEL 8.7
