Does anyone has any idea re how to harden a new HP-UX box which is just for running Sybase? In terms of default permissions, user accounts, etc...

Which walks you through building a bastion host on HP-UX - you won't want to do everything in this article, make sure you understand what services you still need to have running on the machine in order for sybase to run. However it is a very good reference for how to tighten down a HP server.
