if i am opening a file in one process how can i cause that other process can't open thae same file???

What OS? What shell?
What do you mean by process? Are you creating a program and trying to lock a file so nothing else can access it? If so, what language are you writing in?
does the file having some sorts of link ? Soft or symbolic links..
I faced this problem previously, root cause that i observed is due to soft link.
