What OS is this? Linux chage command will show the value, for example. Each OS is somewhat different.
Please define what you mean by peer access. File permissions?
Assuming the question is about Solaris, given the fact it is posted in this very forum, the command would be passwd -s username
Some notes though:
No idea about what "having peer access" means too.
