Never had that one but did you read the failure cause and the recommended actions? Did you investigate the system in that direction?

IBM: AIX - TTYHOG OVER-RUN in error log

Years ago we used to see this problem with serial attached CRTs,
when they had cable/connector issues. It indicated the tty was
"flooding" the system.

I cause these errors on our AIX 6.1 box today. When I accidentally cat enormously large files, these errors show up. I think the error basically means some one is writing a lot of text to their screen.
