I am gonna buy a dedicated server and make it a public mirror for some distributions.
but how much RAM, Hard Disk, Band Width, ... will suffice? It will be a mirror for CentOS and Ubuntu both.

If that is all the server will do, it needs a minimal footprint for memory. The bandwidth - since 1 GB/s is now standard, and since this exceeds what your ISP will give you, no reason to do anything special there. Disk space -- I'd get a Raid 1 configuration (mirror) presumably 10k RPM SCSI (although 10k RPM Sata would do as well and might be a tad bit cheaper). Again, minimum sizes for these drives far exceed your needs.

Do you mean bandwidth allocation per month? If so I have no idea. Take the total size of the distribution and multiply by the number of downloads you anticipate.
