$ cd /usr/share/doc/cygwin-doc-1.4/
$ ls *.pdf
cygwin-api.pdf  cygwin-ug-net.pdf

Obviously the 1.4 bit will depend on your version of Cygwin.

Also, did you try the Documentation page on the Cygwin website?
