Cannot resume from suspend with new motherboardktop, does not resume properly

I would like to get pm-suspend (or any other suspend method) working for a small new desktop computer. It is based on a Zotac GF-8200 ITX motherboard and an AMD Athlon II X@ 240 CPU using ArchLinux x86_64.

The pm-suspend script works, apparently putting the machine into suspend correctly (according to the pm-suspend log), however, on pressing the power button to come back out of suspend the machine simply cold boots from square one, going through POST, BIOS, grub and kernel loading. It does not just attempt to resume from suspend whatsoever. There is no flashing power light to indicate the computer is suspended. A proper resume from suspend is not possible. I have tried two distros on this motherboard with the same effect. I do have S3 enabled in the BIOS and am using the latest BIOS firmware. I have also checked that the power supply to the mobo is providing the +5VDC standby voltage required for suspend.

I suspect a motherboard fault, but am open to other possibilities...

Any way around this? Any any ideas appreciated...
