Run iostat to find out which disk is busy. You can refer to this page for details on how to identify bottlenecks.

The disk is always around 10% busy,

Pages in always around 900,

I have read if disk activity is around 10% that would cause a bottle.

At a guess, your system is doing a lot of swapping...vmstat may turn out to be more useful.
