For PS-2 keyboards, I think this is fixed. For USB keyboards, I believe it's possible that they can be programmed to do different things with different keys, so it's not possible to completely generalize.
Different keyboard manufacturers also produce different special keys with their own scan codes. For instance, my Microsoft keyboard has keys for volume control, a button for the calculator, and handy buttons for email, home page and search. Each of these has its own scan code, and that scan code might or might not be on another keyboard.
However, the others are almost always the same. This includes F1 through F10, as on the original PC, and maybe now F11 and F12 which have been standard since the mid-80's.
