I have windows on my pc but I am serachign a way to use unix commands on it.
Is there a way using dos window, (cmd), ? - to achieve that?

As was mentioned in another of your threads, you can use Cygwin to run Unix-like commands in a command shell in Windows.
But my question to you, given your apparent lack of knowledge, is why do you want to? What is your objective?
busybox is another option (which is single small file) but my vote goes to cygwin

I would like to learn to use unix, that is why I would need this.
Please, do I habe to install these programs on my pc ? (I ask cause I am using the public one and it is not likely that I would be allowed to install anything on it!)

A better way to learn unix would be installing a unix based System on a virtual machine or on your pc. But i think for you starting with a linux vm with virtualbox should be a good idea.
