Starting today, all new topics here at Community must have a category assigned before they are posted.
I have changed this setting as follows:
In addition, I confirm that I assigned all topics which did not have categories, a category, before making this configuration change:
No more posting new topics without assigning a category 
I think this is a good change for everyone.
