Unable to connect "Reliance Netconnect" on Redh Hat Linux 5

Can someone help me with below issue , thanks.

Subject : Unable to configure "Reliance NetConnect" on RHEL 5

Sorry, no modem was detected!  Is it in use by another program?
Did you configure it properly with setserial?
