Connection refused to ftp from a unix server to a windows pc

I need your help please.
In order to run a script after a ftp connection, ive got initially this problem:
from unix pc machine to a Unix server i could ftp succesfully but in reverse (i mean from unix to pc machine i cant ftp. The error message is this
ftp 192.168.29.90
ftp: connect: Connection refused

1.So if i cannot connect, i could not run the script, and the question is:
This error message has something to do with network constraints and ask the network administrator solve the problem? or how can i solve this?

IT sounds like a PC software problem.

You have to install an ftp server on the PC. ftp comes in two flavors: ftp (client) and ftpd (server).

I do not know of free ftp server software for Windows - but try here for a download free trail
